The Committee believes that the time has come to progress regulatory reform more broadly, and to do so by reversing the onus of proof in considering the desirability of reforming particular regulation. Consistent with the principles already agreed between governments, in relation to market conduct, the Committee considers there should be no regulatory restriction on competition unless clearly demonstrated to be in the public interest.
